Keith brings decades of experience in law, policy, and environmental stewardship to Sea Turtle Care and Conservation Specialists. A law professor at Nova Southeastern University’s Shepard Broad College of Law, Keith teaches civil procedure, environmental law, and Florida constitutional law, and has lectured internationally in China, the Netherlands, Scotland, and Spain.
Keith has a distinguished career in both public service and private practice. He served as a trial attorney for the U.S. Department of Justice in the Environment & Natural Resources Division, litigating complex cases involving wildlife, fisheries, and natural resources law. He also held senior legal positions at the South Florida Water Management District and as special counsel in private firms, advising executives, government officials, and organizations on regulatory compliance, environmental policy, and complex negotiations.
A recognized mediator and consensus builder, Keith has chaired the NOAA Marine Fisheries Advisory Committee, served as an ombudsman for the U.S. Department of Defense, and contributed to multiple Florida Bar committees focused on ethics and government law. He has published extensively, including co-authoring a civil procedure casebook and over 20 law journal articles.
Keith’s expertise in environmental law, regulatory policy, and stakeholder collaboration strengthens STS’s mission by ensuring legal compliance, guiding strategic decision-making, and advocating for policies that protect sea turtles and their marine habitats.
